El Gobierno ecuatoriano promueve una Política Pública de Reparación Integral de Pasivos Ambientales, esta se enmarca en lo que determina la Constitución, el Plan Nacional del Buen Vivir.
El pasado jueves 28 de marzo, se realizó la primera socialización de esta política pública que es impulsada por el Ministerio de Recursos Naturales No Renovables, en las instalaciones de EP Petroecuador en la ciudad de Lago Agrio.
Representantes del Programa de Reparación Ambiental del Ministerio del Ambiente, expusieron los aportes desarrollados por la autoridad ambiental para el adecuado cumplimiento de la reparación integral. Ante un auditorio conformado por miembros de la Gobernación y Tenientes Políticos de Sucumbíos, delegados de EP PETROECUADOR, Plan Ecuador, ECORAE, MIDUVI, Subsecretaría de Tierras y Reforma Agraria, Secretaría de Pueblos Movimientos Sociales y Participación Ciudadana. Aquí se expuso el contenido del Acuerdo Ministerial 169 del 30 de agosto de 2011, en el que se incluyen los conceptos con los cuales se norma la reparación integral.
El PRAS ha generado los lineamientos que permiten guiar los procesos de compensación como una de las medidas de la reparación integral. Se ha contemplado que para cumplir con los objetivos de la política pública de Reparación Integral se deben activar además procesos de Restauración Integral (Remediación e Indemnización), Satisfacción y Garantía de No Repetición; estos conceptos fueron analizados con las Carteras de Estado para su correcta aplicación.
Una segunda socialización está programada para la Gobernación de Orellana en la ciudad de El Coca.
